Register of Interests of Members of the International Board of Directors:
Guidelines
TI cannot expect of others higher standards of integrity than it applies to itself and to all
individuals whose contribution to TI is important. We understand that the full completion of a
Register of Interests is a fundamental aspect of integrity. Moreover, the Register is a 'living'
document, in that circumstances change, and a situation, which previously raised no issue
of potential conflict can suddenly be transformed into an issue where disclosure is
imperative.
Completion of the Register of Interests is not a 'box-ticking' exercise. Those completing the
Register are expected to think about the appearance of a conflict of interest and to disclose
it, even when they are satisfied that no actual conflict exists. On the other hand, there is no
point in filling the Register with entries where the risk of conflict is non-existent or never
likely to arise.
Those completing the Register are also reminded that TI's Policy extends beyond the
individual to include the interests of persons "with whom they have a close personal
relationship". This means that if such a person could be seen in any capacity as having an
interest, which could conflict with an interest of TI, disclosure should be made.
A potential conflict of interest does not cease at the moment when an individual leaves an
organisation. TI has always recognised the dangers of the "revolving door". Thus the
Register should include details of those past associations where current circumstances have
placed that past association into a potentially conflicting light.
1. Each Member of the International Board of Directors shall declare in this Register
any and all interests that could potentially lead to, or could conceivably be perceived
as, a conflict of interest. Such interests shall include, but not be limited to,
a. Any current or past remunerated affiliation (employment or directorship) with
a public or private company or other organization, including longer-term or
frequent relationships but excluding one-off short-term consultancies,
b. Any current or past non-remunerated affiliation with any public or private
company or other organization,
c. Significant (>10%) ownership or controlling position in any company or other
organization,
d. Any entity in which the member have more than 5% of their total assets
(company shares, public/private bonds or other kind of debts, investmentfunds
shares, etc),
e. Any pension,
f. Any current or past public office or public employment,
g. Interests of persons with whom the Member has a close personal
relationship, according to Section 1 or TI Conflict of Interests Policy.
2. As set forth in Section 2(c) of the Conflict of Interest Policy, this Register is open to
the public.
3. The filing in this Register shall be made within three weeks of taking up the position
of a Member of the Board of Directors and shall be updated in a timely fashion as
changes occur and at least once a year.
4. In case of doubt, a Member may request advice from the Board Ethics Committee as
to whether an interest that is subject to registration exists.

Democracy, Governance and Human Rights Programme

Objective of the project

The overall objective of the project is to contribute to increased respect for human rights, gender equality and strengthened democratic governance at the national and local levels. It aims to improve access to justice through effective key institutions within the justice sector that respect human rights and the rule of law.

The specific outcomes of the projects include;

  • Improved Access to Justice through effective key institutions within the justice sector that respects human rights and the rule of law.
  • Effective advocacy carried out by media and stakeholders in civil society at local and national level in order to strengthen democratic culture and increased accountability

Activities that will be conducted under this project are:

  • Mapping of institutions (Police stations, Posts and Patrol Bases) in Nairobi and Kisumu Counties
  • Conducting Service satisfaction surveys for police officers and right holders in Nairobi and Kisumu Counties (around mapped out police stations)
  • Holding Consultative Meetings with various stakeholders in Nairobi and Kisumu counties to create awareness on the satisfaction levels
  • Reviewing of Police training curriculum in relation to anti-corruption
  • Carrying out media engagements to publicize information and findings mostly with the local radio stations and social media
  • Carrying out analysis of police station need versus budget allocation
  • Sharing and dissemination of the findings to the policing authorities with a view to influence bottom up budgeting
  • Train and deploy 20 police preparedness monitors per target county
  • Sharing police monitoring data with policing authorities and other stakeholders
  • Monitoring of police welfare and capacity in respect to housing scheme, medical scheme and equipment
  • Carry out dialogue meetings per year with county authority officers to disseminate information on police welfare
  • Research on drivers of corruption in traffic matters and traffic legislation’s impact on anti-corruption efforts
  • Conduct Corruption risk assessment in targeted courts within Nairobi and Kisumu Counties
  • Engage stakeholders on key areas of reform with judicial officers at the national level
  • Develop an anti-corruption action plan
  • Develop a case journal on anti-corruption, leadership and integrity
  • Engage judicial officers on the trends in corruption
  • Carrying out public awareness forums per year on the Integrated Public Complaints Referral Mechanism (IPCRM) in Nairobi and Kisumu countes
  • Hold consultative meetings in  target counties on citizen participation law
  • Stakeholders consensus meeting(MCAs, CSOs, Faith groups and citizens) to create buy in for the law
  • Lobbying meetings per targeting county officials in the target counties.
  • Drafting meetings for customization of draft bill on public participation in consultation with county officials in targeted counties.
  • Hold Advocacy and consultative meetings for the development of Civic Education law in  1 county
  • Hold drafting meetings to develop civic education bills
  • Lobbying meetings targeting county officials.
  • Tracking, monitoring and documentation of the processes of public participation such as policy making, budgeting and prioritizing of service needs in target counties.

The project aims to achieve Strengthened institutional capacities within the police service, increased accountability within the police service, improved pace in the implementation of police reforms, improved access to courts for indigent populations and increased public participation in governance processes

The project will run for a period of 30 months and is funded by the Embassy of Sweden to the tune of Ksh 30, 330, 000 and is coordinated by Diakonia.
