Transparency International–Kenya (TI-Kenya) is a not-for-profit organization founded in 1999 in Kenya with the aim of developing a transparent and corruption free society through good governance and social justice initiatives. TI-Kenya is one of the autonomous chapters of the global Transparency International movement that are all bound by a common vision of a world in which government, business, civil society and the daily lives of people are free of corruption.

Transparency International Kenya, under the Climate Governance Integrity Programme has been implementing projects geared at promoting transparency, accountability, integrity and anti-corruption safeguards in climate finance governance (CFG) both nationally and globally. The purpose is to increase capacities of climate finance governance stakeholders to better engage, cooperate, advocate and contribute to CFG policy development, implementation and oversight.

Purpose of the Assignment

Kenya is ranked among the countries highly vulnerable to the effects of climate change. The effects of climate change are already manifest in the country and will continue to worsen as global greenhouse gas concentrations soar. Kenya has been receiving and continues to receive finances to address climate change from both international and domestic sources to address these effects.

These resources are channeled through various institutions including government ministries, agencies and state corporations, development partners, Non-Governmental Organizations and Community Based Organizations. However, information on the amounts received and projects supported is largely unavailable or not easily accessible.

Access to information on financial flows for climate change action in Kenya is vital in enhancing transparency and accountability in the utilization of climate finance. It will also enhance effectiveness of projects aimed at addressing the climate change challenge. To bridge the information gap, TI-Kenya seeks to develop a web based application to collect, analyze and share information regarding different upcoming, ongoing and completed climate finance projects in Kenya.

The broader objective of developing the web-based integrated database on climate finance in Kenya is to disseminate information on climate finance projects in Kenya to all stakeholders and citizens at large for enhanced transparency and accountability. The proposed database will further contribute to greater access to information about overall climate fund mechanisms as well as sensitize the citizens for greater transparency and accountability of climate finance flows in Kenya.


Design and develop a tool to collect, analyze and disseminate climate finance information in Kenya

TI-Kenya seeks to develop a web based application for collecting and disseminating information regarding the upcoming, ongoing and completed projects on climate change in Kenya. Also TI-Kenya intends to analyze the collected data to evaluate the effectiveness of the projects. The analyzed information and data will be shared among the general public and relevant stakeholders to enhance transparency of the projects.

Content & Access Rights

There will be two types of content in the website - Static and Dynamic.

Static: This type of content need not be updated, modified or corrected regularly but needs to be added with new content.

Below are the permanent contents to be displayed in different links of the web based application

Dynamic: This will be a database for collecting, analyzing and sharing the information of individual climate change projects. It will also serve as a tool for generating visual presentation on the analyzed data. This type of content will need to be updated regularly and appropriate interface for the general and private user is required to manipulate the dynamic contents that will be displayed on the web based application.

Functional Requirements

User Authentication and Access Rights

The use of data and any read-write operation in the database must be done through authentication. Also, according to hierarchy the access of data will be different. An interested entity has to propose a system serving the functional requirements mentioned and detail requirements of the users and responsibility should be collected at the time of SRS preparation.

Backup and Restore

The application should have a user friendly interface of data backup and restoring facility in case of any disaster. Data backup must have the following export formats at the minimum:

i. Excel

ii. CSV

iii. Backup format of the database used to develop the application

Activity Logging

The developed application should store the activities of the authentic users of the system. A tentative format of logging may be as follows

i. User Name

ii. Login and Logout Timestamp

iii. Event/Operation on the application

iv. Timestamp of the event/operation


The system should be designed and developed with standard security to be protected from vulnerabilities (e.g. hacking, SQL injection etc.)

Desired Modules

a. Registration

A user needs to provide some mandatory details which should represent a personal profile, for creating an account. A trustable authentication system should be proposed through which a user account will be verified and authenticated. At a glance, the registration module should at least have the following:

I. Create/Edit/Delete user

II. Profile management (name, photo, affiliation etc)

III. Account setting manipulation

IV. Privacy settings

V. Role based dash board for each user

b. Fund Information Management

For the efficient collection and use of the fund information regarding the climate change projects in Kenya, TI-Kenya would like to store the following attributes:

2. Qualifications or specialized knowledge/experience required

1. Degree in computer science, IT, or related fields.

2. Proven and solid knowledge and experience in providing similar service.

3. Solid knowledge on website security and website hosting service.

4. Knowledge on any of LAMP, Zend framework, jQuery Mobile and Cordova PhoneGap, knowledge of additional languages and frameworks is an advantage.

5. Understanding of the MVC architecture and OOP.

6. Ability to communicate effectively and write clean reusable code.

7. Excellent oral and written fluency in English.

Complaints Process

This call for Expression of Interest does not constitute a solicitation and TI-Kenya reserves the right to change or cancel the requirement at any time during the EOI process. TI-Kenya also reserves the right to require compliance with additional conditions as and when issuing the final solicitation documents. Submitting a reply to a call for EOI does not automatically guarantee receipt of the solicitation documents when issued. Invitations to bid or requests for proposals will be issued in accordance with TI-Kenya rules and procedures. Any grievances and or complaints arising from the evaluation process and final tender award can be addressed, in writing, to the Executive Director and the TI-Kenya Tender Complaints Committee.
