Governance and Policy Programme

The Governance Programme of TI-Kenya has been developed with the goal of realising "critical institutions of governance addressing corruption issues in Kenya". The programme comprises the following sub-programme areas; institutional reform and monitoring of public procurement and oversight institutions.

The interventions are designed to achieve better shared understanding among key stakeholders of the relationship between corruption, institutional weakness and the impact on every day realities of the citizens of Kenya, including highlighting both the direct and indirect costs of corruption. The goal of this programme is to achieve effective critical institutions of Governance in the public and private sectors in addressing corruption in Kenya.

The objectives of the programme are:
  • To strengthen the watchdog and legislative roles of Parliament with regard to fighting corruption and nurturing a consistent culture of transparency and accountability in the Kenyan society;
  • To attain consistent polices and practices that espouse integrity in key public sector institutions;
  • To improve Kenya's public procurement system to optimum levels of responsiveness to integrity demands, underpinned by principles of transparency and accountability;
  • To attain optimum levels of responsiveness for the public good within public oversight institutions.
Policy Programme

The Policy Programme of TI-Kenya has been developed with the main intention of realizing "effective legal and policy frameworks within critical institutions of governance addressing corruption issues in Kenya". The programme will focus on the constitutional & legal reforms necessary to actualise transparency and accountability in public affairs.

The interventions are also designed to achieve better shared understanding among key stakeholders of the critical areas that need legislative and policy reform / action in order to strengthen collective public input against corruption in Kenya.

The goal of this programme is to develop effective legal and policy frameworks for critical institutions of governance in the public and private sector in addressing corruption in Kenya.

The objectives of this programme are:
  • To strengthen and continuously evaluate Kenya's legal (constitutional and statutory) regime with regard to provisions therein for effectively combating corruption.
In both these programmes TI-Kenya will use a combination of methodologies and approaches designed to ensure participation of the various stakeholders in the anti-corruption agenda in Kenya. Key among these will be:
  • Knowledge and skills training workshops
  • Research
  • Informative Publications and reading materials
  • Institutional systems and practices audits
  • Systematic monitoring of performance of key institutions
  • Public dissemination of research findings
  • Media and publicity
  • Specially targeted advocacy forums
  • Public advocacy forums and public awareness raising forums
  • Information exchange and technical debate forums
  • Structured, issue-based networking and collaboration with other actors
Owing to the importance of collective action among non-state actors, especially in advocacy for social and legal change, TI-Kenya will invest its resources and efforts in building strong CSO coalitions on identified thematic issues. This will be done through targeted support for high impact advocacy activities, technical support (on research and dissemination) and where possible secretariat and coordination support.

TI will pay due regard to gender mainstreaming by ensuring gender issues are considered in the planning of activities, design of M&E and implementation of the programme. Special attention will also be paid on ensuring equity in distribution of benefits of various project activities. Project staff will be sensitized on gender issues as a way of capacity building.
