Citizen Demand Programme

TI-Kenya’s Citizen Demand Programme has evolved as a result of clear indications that public service delivery in Kenya remains manifested by inefficiency and a lack of transparency and accountability. TI-Kenya therefore sees the need to prioritise and promote active engagement between the citizens’ and public service delivery institutions, while at the same time enhancing the responsiveness through implementation of the new Constitution and legal reforms in order to enhance accountability.

The Citizen Demand programme builds political capital that can enable effective citizen engagement in public policy by establishing active citizen institutions on the ground. Through this programme, TI-Kenya will therefore seek to contribute to the generation of knowledge and skills that can help citizens build political capital that can in turn enable them to effectively influence public policy and provision of public services.

To this end, TI-K is already working with it good governance coalition partners in the Coast, North rift, Nairobi and Western regions amongst other likeminded organisations in building capacities and mentoring communities to empower citizens to actively engage with responsive public service delivery institutions.

In summary, the specific objectives of this programme are:
•    To progressively improve the responsiveness of public service delivery institutions to citizens’ demand for integrity in water, health and sanitation and education   sectors
•    To attain improved integrity in the management of public expenditure in existing fiscal decentralisation mechanisms
•    To attain improved integrity in the management of local authorities
•    To achieve improved policies and practices in corporate social responsibility and observing regulation standards of a critical number of major players of Kenya’s private sector with regard to integrity standards


TI-Kenya will give due regard to gender issues, by incorporating gender assessments at all stages of the project cycle, ensuring gender balance in the formation of monitoring committees and capacity building interventions for duty bearers, monitoring gender sensitive indicators, reporting on gender issues and encouraging communities to share equitably the benefits accruing from projects from a gender perspective. The Citizen Demand Programme focuses on:
Public service delivery: This initiative is geared towards improving responsiveness of public policy processes and public service delivery institutions through citizen demand for integrity in the water, education, health and sanitation sectors. TI-K is facilitating and advocating for increased citizen involvement in community level integrity monitoring in the provisions of these key social services. TI-is working with regional coalitions for good governance towards translating its integrity studies in the various public service sectors into popular tools and mechanisms for citizen use in monitoring and reporting on public service delivery at the lowest levels.

Public resources monitoring: This programme is  designed to enhance integrity in the management of devolved public funds, particularly focusing on the Constituency Development Fund, Local Authority Transfer Fund, Free Primary Education Funds, Free Secondary Education Funds, Constituency Bursary Fund and the Fuel Levy Funds.

Monitoring the management of county governments: TI-Kenya has been monitoring the manifestation of corruption and its risks in local authorities with the aim of empowering citizens to monitor the allocation and use of the resources and revenues within the authorities.  Following the adoption of a new Cconstitution in 2010, local governance will shift from local authorities to county governments. TI-Kenya has been conducting civic education on devolution to sensitise the public on the principles, structures, powers and functions of devolution under the new dispensation.

Private sector engagement: TI-Kenya values acknowledges the role of the private sector in the war against graft and has designed activities that facilitate the review and reworking of Corporate Social Responsibility (CSR) policies and practices to include anti-corruption components.

Humanitarian Aid : This initiative aims at enhancing, efficiency and cost-effectiveness in the delivery of humanitarian aid in Kenya through strengthening integrity and good governance practices.

Youth engagement: TI-Kenya seeks to mobilise and empower the youth to proactively demand for transparency and good governance from leaders and public institutions. By working with the in-school and out-of-school youth, TI-Kenya intends to influence generational transformation in Kenya by shaping their attitudes and practices on governance and corruption in particular, so as to curb the future incidence of graft. 
Transparency and Integrity in Service Delivery in Africa (TISDA): It This is a cross-continental programme that supports eight TI national chapters in Africa in working with citizens to demand transparent and accountable financial management in the education, health and water sectors as a key prerequisite to improved basic service delivery and to ending the diversion of funds by private interests. Ghana, Senegal and Kenya are focusing on the water sector. The initiative examines whether the systems within the water sector are working and determines advocacy strategies needed to instill transparency and accountability in the sector.

Advocacy and Legal Advisory centres (ALACs): Through the Advocacy and Legal Advisory Centres (ALACs) established in Mombasa, Eldoret and Nairobi, TI-Kenya encourages corruption victims to come forward with corruption-related complaints. Cases filed in the ALACs provide concrete evidence to advocate for institutional and legal reforms.
